Utilities
Utility deposits are required to protect the City in the event that a customer does not pay their utility bill and leaves the area without settling their account. The deposit helps ensure that outstanding balances can be recovered.
Utility deposit amounts are as follows: Gas Heated Home — $125.00 | Total Electric — $200.00 | Water — $25.00. Two forms of identification are required, one being a photo ID.
The City keeps deposits for a period of 2 years. If payments are made by the 15th of each month during that period, the deposit will be refunded in the form of a check. If payments are made after the 15th, the City will continue to hold the deposit until 2 years of timely payments have been completed, or apply it to your final bill if you move.
Contact City Hall at 620-724-8918 during business hours (Monday–Friday, 8:00am–4:00pm) to set up or cancel utility service. You will need to provide two forms of identification and the required deposit.
Utility bills can be paid online, in person at City Hall, or via the drive-through window on the north side of the building. A night deposit box is also available for after-hours payments.
Civic Center
You can reserve the Civic Center by completing the reservation form online or by contacting City Hall at 620-724-8918. A completed Civic Center Agreement Form is required prior to your event.

Cold Weather Rule
The Cold Weather Rule is a Kansas regulation that prohibits utility companies from disconnecting natural gas service to residential customers during cold weather months when certain conditions are met.
The Cold Weather Rule applies specifically to natural gas service provided by regulated gas utilities. The City of Girard provides electric and water services, which are not subject to the Cold Weather Rule regulations.
