Johanna O’Brien serves as the City Administrator for the City of Girard. As City Administrator, she oversees the day-to-day operations of the City, works closely with the Mayor and City Council, and helps implement policies and initiatives that support the community.
Johanna earned a Bachelor’s Degree in Political Science from Pittsburg State University and a Master’s Degree in Public Administration from Wichita State University’s Hugo Wall School of Public Affairs. She also holds a Graduate Certificate in Public Finance.
Prior to serving as City Administrator, Johanna held leadership roles in community and public service organizations throughout Southeast Kansas, including serving as Director of the Girard Area Chamber of Commerce and as a Program Director with Catholic Charities.
A longtime resident of Southeast Kansas, Johanna is committed to providing responsive local government, supporting economic growth, and helping maintain the quality of life that makes Girard a great place to call home.
